1. Collaboration with Urban Anchor Unit of World Bank to develop an e-government toolkit for technical staff in city governments with a self-diagnostic guide to assess the state of e-Government systems
2. Provide selection of solutions regarding system modules for implementation, and practical guidelines on how to create a master plan
3. Conceptualize new maturity model for city governments to determine e-readiness, analysis of lessons learned from pilot studies, and creation of e-government master planning guide for emerging cities
